The busts don't get developed. You aren't creating more b+ players and more a overall players. The guys who don't improve get cut and the ones with better improvement curves than standard get the development chances and gradually inflate the league talent pool.

You did not misunderstand me. The ratings are standardized against their own average and deviation metrics. The further as outlier is... better or worse compared to league average... the wider range of results is expected. This is why the 1950's typical generate the best single seasons of any league...
