Waiver Question

How is it that one team is able to claim two players off waivers when another team also has a claim on each of those players? Just asking for some clarity.

Lowest record either in season or based on the previous season gets the player.

The team with the lowest record always has priority and after a claim they don't go to the *back of the waiver claim list* .
