Hall of Fame 10% requirement

I think this threshold is a bit low. 2 votes each term can keep a candidate on the list forever. I'm thinking a 3 term limit would be wise (or less), and I know I'm in some leagues where its one and done, which I dont agree with either, but it is what it is.

And hopefully we can have some lively debates on the merits of the players as well.

Yes, I left that part out. There should be a limit on how long a player can remain on the ballot.

Three is reasonable in the real world but in the leagues I've been in a lot of people forget to vote (including myself sometimes) so five is probably better.
