The rule certainly needs to be rewritten.
Saying "this sentence has to do with how many banked edits can be used" is no more authentic than when another person says "this sentence has to do with how many times a particular edit can be selected."
The determining factor is what the league voted for. My opinion of what the rule says lost, and that's fine. But the reason the rule needs to be rewritten is to make it clearly say what the league wants. If we rely on ourselves to interpret a phrase, the meaning of the rule can change over time.

why are the edits being applied so late for the last 2 seasons?

Yes, this is very concerning. There are many edits which are time-dependent such as career year, injury time reduction, and several others that are of no use if we have to wait till 75% of the season is over. I'm about ready to leave this league if this continues, as I just keep getting more and more pissed off with each passing day. This game should be fun, and being part of this particular league isn't fun with all these delays.
