Miami

What's going on with Miami?
Owner wasn't active for some time, yet some young future star pitchers are RESTING?

I have been able to control Miami for some time now since the owner has been AWOL. Yes, I put Joe on rest so he wouldn't break 200 innings.

Ah, but you're impairing their development this way. There is a better way to do this: You can protect young pitchers by having them pitch from the bullpen for 2 months, as they need only 25.01% starts to maintain endurance. There is a chance that they get injured and don't pick up ICs, but on rest they won't pick up ICs at all, so overall it's much better for the pitchers.

(And I'd argue that health is not very important for starters anyway. I've happily used many D- starters and most of them were injury free for their complete career.)
