Draft or League broke?

When is this league draft starting? It's been over 48 hours since being filled. Or is the league broke 'cause there is 2 CHN club teams?

Notice there are 17 teams. NL chicago is doubled. So... on a computer level, i am guessing it will only draft when there are ""16 teams"". And a person will have to correct, somehow. I reached support, but when i got to it. Said sim dynasty username . My dumb as* didn't know what to put
