How many active owners and what is salary cap?

I only joined this league because it showed only 1team for sale,Imassumed I would make it a full league. Any plans on filling it or combining with another league, I have played in an 8 team league, with everyone having a minor league team, didn’t think it was right to pay double to keep league alive though.
