I think it's considered a minor change, so 8 or 9 yes votes should do it.

I mean Jay the Bust was bad which happens I have a ton of players that are just normal and then Specs who developed good but not great, and Rudolph just lucky because I took him pick 11.

If you guys think that the busts happen too often, we have the ability as a league to adjust the % for each category of development curve.
