It is more or less the same as MLB. Rookie Eligibility
Definition
To be considered a rookie, a player must have entered a season below each of the following thresholds:

130 at-bats or 50 innings pitched in the Major Leagues.
45 total days on an active Major League roster prior to Sept. 1, when clubs are allowed to expand their rosters from the 25-player limit to include any player on the 40-man roster.
From Sept. 1 through the end of the regular season, both at-bats and innings pitched count against rookie eligibility but days on a big league roster do not.

A player must have rookie eligibility to be considered for any MLB rookie awards -- such as the American League or National League Rookie of the Year Award -- or appear on any MLB Pipeline prospect lists.

Aew playoff games included within the 50 IPs?

(If a pitcher has 49 innings at the end of the season, then pitches 6 innings in the playoffs will Abe view that as 55 innings total for next season)

SIM is slightly different from MLB in that the player's days served still count after September 1st unlike MLB. I don't think play off games apply but I'm not 100% sure.

From the Game Guide

" A player is no longer a rookie if he has spent 45 days on the active roster, has more than 130 career at bats, or has more than 50 innings pitched. "

Can confirm that Playoff innings do NOT count against regular innings. This dude pitched jn the playoffs and the innings were not part of his final-seasons stats.
