How does this prospect only get a total of 6 IC's in his first two years in the minors?

He wasn't assigned any CPs.

And the previous owner had like 35 guys in the minors, I took over as chaperone and had fun cutting them lol...

Yeah. That will do it. Worse than the draft picks that spend their teenage years on the bench in the majors
