As in the Major Leagues, the Minor League IC conversion rate is based on many things, but is primarily based on age and current skill level. Hitters have a greater chance of improving - all things being equal - because each individual improvement in a skill has less of an effect on their overall ratings and performance. The below percentages are based on average skill (C+ / 50).

17-20 = 26%
21 = 24
22 = 22
23 = 20%
24 = 18%
25 = 16%
26 = 14%
27 = 13%
28 = 10%
29 = 8%
30 = 6%
31-33 = 3%
>33 = 1%

Correct, not true of the standard retirement system used in most leagues. 50 though is indeed mandatory retirement in private leagues that use one of the other 2 retirement systems.

System 2
This system takes the approach that as long as a team is willing to give a player some playing time, he will continue to play. Players will retire if they are 34 or older and meet meet one of the following criteria:
They have spent fewer than 120 games on an active roster the previous season, including time spent on the Disabled List.
They are on the waiver wire.
For batters, they have fewer than 125 plate appearances in the previous season.
For pitchers, they have fewer than 18 appearances (starting or in relief) and fewer than 75 innings pitched, or fewer than 25 innings pitched in any number of games.
They reach the age of 50.
System 3
This system uses a similar approach to System 2, except the threshold is any playing time at all. Players 34 to 50 will remain playing as long as they appear in at least 1 game in the prior season.

Correct, those are the other two systems. System 2 is used in roughly 1/3 of private leagues, while only 1 league in all of SimD uses System 3. Everybody else uses the default, which is system 1, where this statement ("If you keep running a starter out there for 33 starts no matter how bad it is it won't retire. I think 50 is is mandatory retirement.") is not true.

I checked his league and saw it was not 1. So for his league it is correct.
