Position switch in majors

I am moving a rookie in the majors from 3B to 2B. I started the conversion in the minors, but I had a bunch of other position things going on and somehow stopped him. At one level of ability does the 10% penalty on IC's fall off? is there is number or does the guy need to reach 100% for that to go away.

He needs to be 90%+ at the position he's playing in the game, to avoid the IC penalty.
