Help with Pitcher Endurance

Hello, I'm trying to figure out pitcher endurance. During the rollover at the beginning of season 2167 in Tony Conigliaro League, Glenn Baker went from C+ endurance to B- endurance. During the season 2167, he pitched 128 innings and started 13 games. But, in the off-season, his endurance went back down to C+. Can anyone explain to me why this happened?

I, obviously, should have pitched him more innings. But I'm trying to figure out how many I should have gotten him to keep him as a SP.

Any pitcher with b- or higher endurance who does not start at least 25% plus 1 of their games will be penalized 10 points of endurance in the off season.

He had 56 games. Needed to start 25% (14) plus 1 (15).
