It’s not really possible for the winner to always improve their odds by winning the tiebreaker, because of the structure of the lottery.

However, in this case things actually improved for you - the 9th place slot has a 10% chance of winning and the 10th place slot has a 15% chance of winning. So by winning the tiebreaker you improved your odds of winning by 5%, but lost the actual lottery.

There are other combinations where winning could decrease your odds of winning - for example if there was a tie for 13th (10%) and 14th place (5%). By ‘winning’ the tiebreaker you would move ‘up’ into the 14th slot but that would give you less of a chance to win.

It makes more sense if the tiebreaker slots don’t win the lottery, because in that case the ‘winner’ would always move up one slot in the draft. So I think the rule makes sense as is.

I think the best way to look at it is this:

Imagine the winning number was 0-0-1 or something so the team with the worst record won the lottery. Then you'd just go down the list, from 16th to the best team that didn't make the playoffs.

So if a tiebreaker were needed somewhere in there, it would determine who got the better draft pick and was "higher" on the board. That's the desired goal of the tiebreaker, to give you the better pick.

When the lottery number falls in the range of the teams in a tiebreaker, it certainly can mess with that "better" situation as it did here. But the tiebreaker was not set up to determine who won the lottery, just the order to assign the numbers and the picks.

It is now 8:11. First round is over. With the first pick in the 2nd round, the TB Swindlers select our future all-star catcher, Wickey Ghelfi. Snooze ya, lose, boys. Assign Cleveland (their pick above doesn't exist), and Texas. See you Sunday around 3:30 p.
