Folks, Jason and I would like to present to you the (as complete as can be to our knowledge) full list of rules, regulations, and draft overview for the TCL. Also includes some brief story-related items too.

Please see below and feel free to comment with questions, concerns, etc.

Once we have given everyone a chance to view, we'll see about doing a finalized permanent post that I'd prefer remains locked for formality's sake.

TCL Overview and Rules:
There once lived a man named Tony Conigliaro, after whom this league is named. Tony had a brief but emphatic impact on baseball in the late 1960's playing for the Boston Red Sox. Tony at one point was even the first AL player to reach one hundred home runs at age 22. However, Tony was hit by a pitch on August 18, 1967 and it changed his life forever. He passed at age 45, leaving us far too soon.

Fortunately, and almost ironically in spite of Darth "Todd" Vader and Kylo "Milton" Ren, to whom this league owes a certain amount of credit, and relative to Tony's age in general, this league lives on and thrives as one of the most tenured leagues in the Sim Dynasty Galaxy. The league will always remember Obi-Wan "Jeff" Kenobi, the original gentleman Jedi and GM of this league.

Until further decree, the league abides by the following rules and structure:

Redcped is the current commissioner. His name is Jason and he will have final say on all decisions and will oversee all operations. A master of his craft, he will be called upon in the night to win titles and fix the draft order simultaneously, like Batman. At all times he will be surrounded by a council of extraordinary gentlemen who help to moderate the league and assist with the draft, amongst other things.

The rules can be fun yet at times challenge you as an owner. They are as follows:

The TCL is a blind league, where you do not see a player's plus or minus rankings within their card or their day-to-day ranks. You will see them in certain draft functions because it has been incorporated into the code of the overall draft system, giving you a certain insight into a player's true overall capability even.

Improvements are also hidden. However, you will see during the course of any season mentor rankings that will show plus and minus.
We use Minor League System 6.

You may not trade CP's (Coach Points) and you are allowed to trade draft picks up to two seasons out.

Name changes are not allowed, with the exception of adding a middle nickname which must be in quotations.

Rule changes must be voted on and be unanimous.

Vet Rules: This means that in your lineup, 4 of 8 starting hitters are 26 or older, and 50% of pitchers overall must be 26 or older. That means current age, not Off Season (OS) age. So, if you carry 11 pitchers, at least 6 must be “vets.”

There are no position rules for hitters with the exception of Catchers, who must be 85% or above in order to play Catcher.

For pitchers the rules are slightly different and they are as follows:

Starting pitchers must have "A" or "B" endurance, with the exception of the 5th starter who may have "C" endurance. It is possible that your pitcher may be listed as "SP" but still have "C" overall endurance. Even so, that pitcher is still relegated to pitch as either a 5th SP or pitch from the bullpen.
TCL Draft:

The TCL has a unique draft format that encourages competition and discourages playing to lose. It is important to pay attention to all aspects of the draft.

The top 32 selections - rounds 1 and 2 - will be determined by a preset rank system, intended to capture a strong representation of the best 32 players in the draft. The rankings formula has been adjusted over time to produce the best possible group, with an emphasis on younger prospects. This allows us to have a "Live" Message Board draft over a three-day period in the off season, with the order determined by a lottery.

Rounds 3-5 are not subject to any live drafting, save for a player who may be taken using the Steal Rule, which is explained in detail below. Rounds 3-5 are subject to the natural order of the draft as well rather than being determined by our lottery. So, the team with the worst record will draft first in Rounds 3-5, etc., no matter the outcome of the lottery. Rounds 3-5 (picks 33-100) are conducted by “ABE,” the SimD engine, according to the standings rankings of owners of the players in those spots.

Any team out of the playoffs will be eligible for the lottery. Playoff teams will always draft in the 25-32 spots. Trades obviously can impact the end result of who drafts when, but the original pick owner’s season performance decides the lottery, not the team holding the pick.
Any ties will be broken before the lottery results are determined, but using the same numbers (see below).

Draft Rankings:

Every owner must use the same settings on the Amateur Draft page to ensure the top 32 players are the same for all teams every season. Owners should use the settings below, and in addition they must ensure the setting under the Team Profile menu for “Default Amateur Draft Rankings” is set to “Use My Attribute Settings.” These are critical to the success of the draft.
The draft rankings for players are as follows:
Maximum players per position: 10 across the board.
Player Rankings - Pitchers:
Velocity: 20
Control: 25
Endurance: 5
Throws Left: 0
Throws Right: 1
Youth: 45
Health: 2
Defensive Arm: 1
Defensive Range: 1
Player Rankings - Batters:
Power Vs R: 10
Power Vs L: 7
Speed: 9
Contact Vs R: 10
Contact Vs. L: 7
Youth: 45
Health: 2
Defensive Arm: 5
Defensive Range: 5

Lottery:
The TCL employs a draft lottery which is intended to be fair to rebuilding teams but also curb extreme tanking. Any team that does not land in the playoffs is eligible for the lottery, and thus able to acquire a top pick. Teams that land in the playoffs are ineligible for the lottery, and will draft in the 25-32 slots. This is done as a means to create parity by, in essence, preventing winning teams from also drafting top tier talent and going on a never-ending run. A playoff team can be in the lottery only if they trade for a lottery team's pick.

We use the NY Lottery, Daily Games, Numbers, the midday drawing on the day of the LCS (note the Numbers game draws twice daily 365 days a year, so we use the midday one, not the evening one).

The drawing is held between 12:20 and 12:30 pm Eastern daily. http://nylottery.ny.gov/wps/portal/Home/Lottery/Home

The Numbers game draws three numbers 0-9 randomly, in a sequence (e.g. 1-4-7 or 9-3-6). These determine our winner.

The chance of a team winning the lottery and the combination numbers are as follows:
000-049: 16th place (5% chance to win)
050-099: 15th place (5% chance to win)
100-149: 14th place (5% chance to win)
150-249: 13th place (10% chance to win)
250-349: 12th place (10% chance to win)
350-499: 11th place (15% chance to win)
500-649: 10th place (15% chance to win)
650-749: 9th place (10% chance to win)
750-849: 8th place (10% chance to win)
850-899: 7th place (5% chance to win)
900-949: 6th place (5% chance to win)
950-999: 5th place (5% chance to win)

Tiebreaker: Ties must be broken before the lottery winner is determined. In the event of a two-team tie, we use the last number in the lottery drawing to break it first. Teams are ordered alphabetically by city name (if both Chicago or NY teams are tied, then go to the nickname to rank alphabetically), and the first team gets odd numbers, the second team even numbers. Look at the third number in the winning lottery number to determine the tiebreaker, then place the teams in the correct order.

In the event of a three-team tie, we again rank alphabetically, but we assign each team one of the three lottery numbers in order (so first team alphabetically gets first lottery number, etc.). The highest number gets the top spot, proceeding down from there. In the event of a remaining tie (e.g., two of the numbers are the same), then revert to the two-team tiebreaker after putting the third team either first or last as appropriate). We’ve never had a remaining three-way tie, so we’d have to use another randomizing web program TBD if it occurs.

Determining the draft order:
Whichever team wins the lottery, the team that finished immediately ahead of them in winning percentage then gets the second pick. Then the draft reverts to the original order top to bottom so that the team that finishes last can get no worse than the 3rd overall pick. So if 12th place wins the lottery, 11th place gets the #2 overall pick, and then 16th drafts, then 15, and so on. If 5th place wins the lottery, then 16th place would draft second.
Round 2 is also subject to the order of the lottery. Thus, the team that wins the lottery would draft 1st overall and 13th overall, assuming no picks were traded.

Note that the lottery takes place on the day the LCS is played. The ABE-run amateur draft takes place the day after the World Series, at 7:48 am Eastern. That day is the first of three days of drafting the top 32 on the message boards and using the shared Excel spreadsheet (https://docs.google.com/spreadsheets/d/ ... =698928096).

The first round of the live draft, picks 1-12, are held on the day after the World Series is played. The second round, picks 13-24, will be held on the second day after the World Series is played. The third round, picks 25-32, will be held on the third day after the World Series is played. The new season will begin that following day.

Teams will be assigned a time to make their draft pick by, which will begin at 9 AM Eastern each day and each subsequent pick will be due hourly from there. If you are up in the draft, you do not have to wait until draft day to make your selection. Draft times are deadlines, not start times.
Post your picks directly in the Excel sheet, and also post in the draft thread. If you are unable to access the Excel, note that in your post so your draftee is marked as yours.

It will be common to see a Proxy post during each draft session where you can post your rankings of picks if you are concerned you will be busy with real life items during the draft days. This is encouraged, but not required, for owners to do especially if you may be out of town and/or have limited internet access during the draft. You can also send proxies to another owner to post picks for you.

If you miss your draft slot and have not posted a proxy, the next team to draft can select whoever they would like from the pool of 32. Someone moderating the draft should then verify no proxy has been made on another post and then select Best Available (BA) for the owner who missed their slot, based on the preset ranks of the Top 32. If the next drafting owner wants the player who would be assigned as BA, they can take that player and assign the missing owner the next BA on the list instead. This can only be done once per missed slot, so an owner missing a time slot can be assigned no worse than the second-best available.

Steal Rule:
One time per draft, one owner may choose to use Jedi magic in order to draft a player outside of the top 32. The droids they are looking for simply aren't in the top 32.
In order to do so, an owner will be required to forfeit a 1st and 2nd round pick that must be of equal or better value relative to their round. For example, Owner X is not happy with the Top 32 selections. He owns selections 6, 15, and 22 overall within the lottery. Owner X can forfeit picks 6 and 15 in order to draft any player outside the top 32. Owner X would not be able to forfeit picks 6 and 22 though; since the first pick given up is 6 overall, Owner X would then need to also give up a pick that is 18 overall or better along with 6.
An owner cannot steal their own pick from the 33-100 group.
If a player from outside the top 32 is stolen, the team losing the player receives as compensation the R2 lottery pick of the stealing team (between 13-24) AND the final player left after the playoff teams draft, because there will be one left over.
The steal rule can only be invoked during the first 12 picks and only once in a draft.

Thanks Drew (and Jason!)

The only thing I saw was the C endurance rule - I thought we had recently voted that you could have one C endurance pitcher in your rotation, but you could put them anywhere you wanted (not just 5th).

Maybe it was right before the message boards crashed?

I, too, thought we had voted in that a C Endurance pitcher - but had to be one marked "Starting Pitcher" by ABE - could be placed anywhere within rotation. A C Endurance RP still had to be slotted #5.

We had also agreed to discuss using a C Endurance pitcher (even a RP) at ANY slot in the rotation during the postseason but hadn't yet got there when the old forum crashed.

Drew and I discussed both of those and we couldn't remember how it ended either. Sigh.

I thought we approved them but I can't recall the final decision for certain.
