BASIC RULES of the TCL

February 05, 2004 at 09:58PM View BBCode
Blind League Rules

Owners will not be able to view improvement information either on box
scores or player cards.

"+" & "-" symbols will not appear to the owners. In line-ups, player cards or rankings.

Initial draft will require all owners to use
a strict set of ranges for each preference to create more parity in the initial draft. Each owner must also use the totally-balanced feature again trying to create balance in 1950.

Pitcher settings must be as follows:

Velocity 25-29
Control 37-41
Endurance 6-8
Throws left 0
Throws Right 1
Youth 25
Health 1
Arm 0
Range 0

Batter settings must be as follows:

Power vs R 20-24
Power vs L 8-12
Speed 6-10
Contact vs R 16-20
Contact vs L 6-10
Youth 25
Health 2-4
Arm 2-4
Range 2-4

Waiver wire is limited to one pick per team for the first 12 hours after the initial draft.

Owners may add nicknames in "alias" between Abe's given names. But the
player's given name can not be changed.

You may NOT trade CPs

You may NOT trade draft picks beyond the upcoming draft and one year beyond. The system limits your ability based on this rule.

You must carry two catchers at the ML level and you must start a catcher at
catcher.

Amateur draft:
1st two rds will be a message board draft. As follows: Each owner must leave their settings as follows:

Pitcher settings must be as follows:

Velocity 20
Control 25
Endurance 5
Throws left 0
Throws Right 1
Youth 45
Health 2
Arm 1
Range 1

Batter settings must be as follows:

Power vs R 10
Power vs L 7
Speed 9
Contact vs R 10
Contact vs L 7
Youth 45
Health 2
Arm 5
Range 5

All ten positions must be set on 10 each.

ABE will then run the draft. All the players chosen in the first two rounds, should be traded to the owner that draft each.

The order of selection for the 12 non-playoff teams will be randomly decided
with a weighted system. 14-16th place will have a 5% chance of acquiring the #1 draft pick, but can end up no worse than picking #3, 4 or 5. 12-13th place will have a 10% chance of acquiring the first pick, and can fall no farther than 6-7th spots. 10th-11th place will have a 15% chance of acquiring the top spot and can fall no further than 8-9th spots. 8-9th place will have a 10% chance of grabbing the big prize and can fall as low as the 10-11th spots. 5-7th place have a 5% chance for 1st pick and can easily crash to the 12th pick.

Example #1

Team that finished in 11th place wins #1 draft pick. Therefore the 1st RD order would be as follows: 11th place/10th place /16th place /15th / 14th / 13 / 12 / 9 / 8 / 7 / 6 / 5. As you can see the team picking second, will be the team that finished just ahead of the winner of the #1 draft pick. The rest of the order reverts back to a reverse order of finish.

Example #2

Team that finished 14th wins #1 pick. Therefore order would be: 14/13/16/15/12/11/10/9/8/7/6/5

We use the New York Lottery - Numbers game, the midday result of the day of the LCS.

The game pulls three numbers. 0 to 9, producing 1000 possible combinations from 000 to 999.

Teams are assigned numbers, 0 through 999. Like this, based on our current proportions:

16th place: 000 through 049
15th place: 050 through 099
14th place: 100 through 149
13th place: 150 through 249
12th place: 250 through 349
11th place: 350 through 499
10th place: 500 through 649
9th place: 650 through 749
8th place: 750 through 849
7th place: 850 through 899
6th place: 900 through 949
5th place: 950 through 999

Tiebreaker system: If two teams have the same record, we use the third lottery number to do it. Using the city names of the involved teams, you put them in alphabetical order. First team gets odd numbers, second team gets even numbers. For these purposes, 0 is considered even.

In the event of a three-way tie, again use alphabetical order and assign each of the teams one of the three numbers, in order. Highest number wins the tiebreaker. In case of a remaining two-way tie, revert to the first tiebreaker.

The first 24 picks will belong to the 12 non-playoff teams. Picks 13-24 will repeat the order of picks 1-12. To increase parity and help rebuilding. Picks 25-32 will belong to the four playoff teams. Team that lost LCS and whose league lost WS will pick 25 & 26. Team that lost the other LCS will pick 27 & 28. WS loser will pick 29 & 30. WS winner will get the two remaining players.

If a owner fails to show up for his time slot, he is awarded the highest ABE rated player on the board. However, the team behind them can take that player if they want. Thus the owner missing his time slot would potentially drop to the second highest player on the board (worst case scenario). And only if the team behind you selects the player in question.

The 3-5 rds will be done using the regular preference format with ABE
selecting for us.

During the message board draft one owner may use a 1st rd (meaning a 1-12) draft pick to take a player from the 3rd-5th rd draft choices. The team losing that player will be awarded the drafting teams' second round pick (meaning a 13-24). Once, one team has used this during the draft it is no longer available to anyone else as an option.

50% VET rule. At least 50% of your starting lineup must be 26 or older. You must have at least 4 hitters in your starting line-up that are 26 or older. You must have at least 5 pitchers on your major league staff that are 26 or older. If ABE selects a younger player to play, because of fatigue or injury you will not be in violation.

Trades may be made at anytime.

Your 1-4 spots in your rotation must be filled with pitchers that have "B" or better endurance. Starting with the 1971 season, no pitcher with endurance below a "C" may be in the rotation.

Players not on you roster as of 7/31 (sim date) of that year is not eligible for the playoffs. Regardless of how you acquired him. A player on your minor league team is considered part of your roster.

Play Off rules

You may make changes to your line-up between games. You may NOT move players up and down between Farm & the Majors.

All regular season rules apply (including VET RULE).

Any player not on your farm or ML roster by 7/31 may not be used for the post-season. Penalty would be to forfeit the game played.

We will play 9 games a day.

Eastern Time
5 am / 7 am / 9 am / 11 am / 1 pm / 3 pm / 5 pm / 7 pm / 9 pm

Regular season will last 18 days.
19th day is LCS
20th day is WS
21st day off-season/ABE-DRAFT/Drop 1st & 2nd rounders.
22nd day picks 1-12 made on message board
23rd day picks 13-24 made on message board
24th day picks 25-32 made on message board
25th day start new season.

More details will soon be added, but I wanted to put enough up that people would know the basic premise of the TCL.

Thanks
Jeff
