Accepting/declining penalties

1st quarter of this game, 1:37 remaining, offense gains 7 yards on 1st down. Offense is offered a 5-yard penalty against the defense. Why would this penalty be declined? Wouldn't the offense be better off repeating 1st down even if it means gaining 2 fewer yards?
