This is a Dynasty League, albeit a 24-team version, and DL's always follow the same schedule:
The 11th or 12th - new owners move in to take control:
13th - team evaluations
14th - draft runs
15th - new season begins
16th - new season begins for 16-team leagues
Or something very, very close to that. Official link is here.
