That's one of the nice things about system 5 minors - it's designed so that prospects with 15 CPs should average 69 ICs in any given year. But that's an average - a lucky outlier can get 86 ICs like that, and if he's 18 years old, he'll convert 90%.

Now, in that particular case, I hope the kid learns to run, or he'll end up a contact hitter with average speed...
