The minor league CP systems of the salary league

The minor league CP systems of the salary league is more like System 2 than the system 5(3).Fewer players are staying in minor leagues and more and more prospects are being released.More and more teams less than 5 people in the minor league.What's the difference with System 2?
This problem has existed for a long time.

How to solve this problem?

easy. go back to .5mil as the cost of an empty slot instead of .05. it was a poorly thought out change in the first place and that specific outcome was one f the main arguments made against it. it's why I left the salary leagues.

I agree with DirtDevil. The simple reality of the salary leagues is that you are at a competitive disadvantage if you attempt to carry and develop anyone who will not be a superstar. There is absolutely no reason at all to keep more than 3 or 4 minor league players and often 0 is the correct number.

We can now set this on a league by league basis. If 75% of the league wants the change it can be implemented in a season or two, if the whole league wants the change it can be made immediately.
