Franchise movement and realignment

REMINDER

The coming off season will be one for which franchise moves are allowed (as per the rule allowing moves for seasons ending in 0 or 5).

Also the following season (2046) the league will undergo a realignment. We've been pretty good about keeping the league membership up, but its time to even out the orphan teams and shake the league up a bit.

As if Memphis didn't have enough trouble in the NC East. Now we got the Neon lite shining on the Miasma's nefarious antics.
