Team Movement

As you know, the league has enacted a rule to limit team movement to once every 5 seasons.

Since we don't apply changes retroactively, everyone has a "clean slate" right now, so anyone can relocate at this time. Once you relocate. you must wait until the postseason 4 seasons later, and then you can move starting before the offseason (in case you are trying to sneak in before a realignment). Moves between the postseason and offseason count as a move the following season.

Eventually this will be enforced by code. For now, the Commish should create a post tracking the last season each team relocated, starting with this new season.
