We use a weighted lottery for the top two picks, with the worst 5 teams in the lottery. Slightly better odds for the worst teams. The #1 pick will be based on the NYS midday lotto draw on the day of the LCS (Friday, July 19th) and the #2 pick on the draw from the day of the WS (Saturday July 20th).

The draft order from the lottery will persist through the other rounds as well, since the way I actually adjust the list is by manually adjusting the draft order based on the lottery results. The worst that can happen to a lottery team is they drop 2 spots.

The game pulls three numbers. 0 to 9, producing 1000 possible combinations from 000 to 999.

Teams are assigned numbers, 000 through 999. The weighting for the drawings are:

1st pick descending odds
Washington 28% - numbers 000-279
Cincinnati 22% - numbers 280-499 (1st slot for alphabetical tiebreaker)
Tampa Bay 22% - numbers 500-719 (2nd slot for alphabetical tiebreaker)
Kansas City: 16% - numbers 720-879
Brooklyn:12% - numbers 880-999
