how could i be a chaperone in a league? and what can i or cant i do under this status?

I think there is an option to register if you follow the link above. Maybe not. It has been a while.
As a chaperone you should run the team as if it were your own, but be aware that it is for sale and could be sold at any time.
I generally try to make the roster as attractive as possible and to not trade away draft picks beyond the immediate season.

You would probably need to open a support ticket. I have not opened one since the site fiasco a while back ... Sorry man. Wish I could be of more assistance than that.
